Mudder was a nickname for the workers on Higgins' Moon, who worked in the "mud," the wet ceramic used by "Boss" Higgins to create parts and items from. The mudders held Jayne Cobb in high regard since he "stole all there was to steal" from Boss Higgins and dumped out over their houses during his escape from Higgins Moon. The mudders erected a statue, made of mud, naturally, of Jayne in the center of their "capital" city of Canton to show that it was possible to stand up to "the man." Even after learning the truth about Jayne, it was speculated that they re-righted the fallen statue and continued to worship the heroic image, rather than the real man.
